Abstract

This thesis is a collection of three essays examining the behavior and characteristics of China's public sector. The first chapter estimates public employees' corruption income in China. Benefited by a sudden institution change, both of the last two chapters study the consequences of decentralization: the second chapter investigates its effect on public expenditure, and the third chapter focuses on political turnover.
