Abstract

Since the Lottery Act was passed in 1974, lotteries have brought many millions of dollars of revenue to the Province -- more money, perhaps, than was originally anticipated. In that time the Ministry of the Provincial Secretary and Government Services has awarded over $50 million to various people and groups as grants from lottery revenues. This report is about my concerns with the administrative procedures used in the distribution of those grants. Thus I am making this report to the Legislative Assembly under Section 30(2) of the Ombudsman Act, R.S.B.C. 1979, c.306. I consider it to be in the public interest that Members of the Legislative Assembly be made aware of the deficiencies which I have noted and of the steps which I have recommended to remedy those deficiencies.
